Theresa Easbey, Owner

Theresa launched Easbey Consulting, LLC in March of 2007 offering a variety of compliance services to owners, developers, managing agents and various affordable housing organizations.

Theresa has earned numerous designations including HCCP, COS, C6P, and TaCCs. Theresa has been active in the affordable housing industry for 25+ years. Her career began as a site manager of a HUD Section 8 project and expanded to managing multiple sites in Portland, Oregon.

Theresa later became a Portfolio Manager with a portfolio consisting of a mix of HUD and RD projects. In 1998 she moved into a position at Oregon Housing and Community Services as a Compliance Officer and quickly took on the LIHTC lead position. During her tenure, she drafted the first OHCS Tax Credit Manual for owners and managing agents. In addition to her compliance lead position she also served as the department’s Quality Assurance Advisor, providing support and guidance to the compliance officers to improve auditing proficiencies within the division.

Kim DeMarcus, Director of Operations

 Kim has more than 30 years’ experience in the multifamily industry.

Throughout her career Kim has held the position of Compliance Director for large property management companies and has also served as the Executive Director for a low-income housing and development organization for several years. Her depth of experience includes working as a private consultant specializing in restructuring office systems and processes and as a compliance officer for Oregon Housing and Community Services where she also managed the compliance department for three years.

Kim’s property management experience has spanned from site to corporate level management of affordable and conventional properties. Kim holds the following industry designations: HCCP, COS, Housing Compliance Manager (RD designation) and is a Certified Property Manager Candidate with the Institute of Real Estate Management.
